During the Tempo Reformation of 1842, which restricted the arts and pleasure-taking, Naojiro, an aspiring actor, falls in love with Michitose, a prostitute. At the same time Ushimatsu finds that his wife committed suicide after she sold their son to her lover, Goto, to pay her debts. Naojiro learns that he has a rival for Michitose in Seizo Moritaya, who hires killer Ichinojo Kaneko to eliminate Naojiro. Kaneko attacks a palanquin which he believes is carrying Naojiro, but the passenger is revealed to be Soshun Kochiyama, a samaritan who has befriended an actor fleeing from the police. Naojiro's mother refuses to allow him to marry a prostitute, and he throws her into a river, but Michitose rescues her. Moritaya attempts to win Michitose by insulting Naojiro and his mother, but the latter eavesdrops on the conversation. Naojiro joins a group paid to rescue a merchant's daughter, Namiji, from the court of Lord Izumonokami. Naojiro, disguised as a samurai, and Kochiyama, dressed as a priest, rescue Namiji, but Kochiyama is discovered and captured. Kaneko sets fire to police stations in protest of the Reformation, and Ushimatsu commits suicide.
